Constitution of Zimbabwe
(1) Subject to this Constitution, every Vice-President, Minister and Deputy Minister is accountable, collectively and individually, to the President for the performance of his or her functions.

Insight on Accountability of Vice-Presidents, Ministers and Deputy Ministers
This section establishes a dual accountability structure in Zimbabwe's government. While these officials answer directly to the President for their performance (vertical accountability), they must also appear before Parliament and its committees (horizontal accountability). This creates a check on executive power by requiring cabinet members to explain their actions to elected representatives, balancing presidential authority with parliamentary oversight.
