Insight on Committees of Provincial and Metropolitan Councils

This provision empowers provincial and metropolitan councils to create specialized committees to enhance their governance effectiveness. The key restriction is that these committees must be chaired by indirectly elected council members (those who come from local authorities within the province), rather than directly elected officials. This ensures that committee leadership maintains strong connections to local governance structures, promoting a bottom-up approach to provincial administration.
