Section 106: Conduct of Vice-Presidents, Ministers and Deputy Ministers
Constitution of Zimbabwe
(1) Every Vice-President, Minister and Deputy Minister must act in accordance with this Constitution.
(2) Vice-Presidents, Ministers and Deputy Ministers may not, during their tenure of office—
(a) directly or indirectly, hold any other public office or undertake any other paid work;
(b) act in any way that is inconsistent with their office, or expose themselves to any
situation involving the risk of a conflict between their official responsibilities and
private interests; or
(c) use their position, or any information entrusted to them, to enrich themselves or
improperly benefit any other person.
(3) An Act of Parliament must prescribe a code of conduct for Vice-Presidents, Ministers and Deputy Ministers.
This section establishes ethical guardrails for Zimbabwe's high-ranking executive officials, preventing them from holding multiple positions, avoiding conflicts of interest, and prohibiting corruption. Notably, it requires Parliament to create a specific code of conduct, suggesting the constitution provides a framework that must be further detailed in law to effectively regulate official behavior.
