Section 248: Establishment and composition of Zimbabwe Media Commission
Constitution of Zimbabwe
(1) There is a commission to be known as the Zimbabwe Media Commission consisting ofโ
(a) a chairperson appointed by the President after consultation with the Committee on
Standing Rules and Orders; and
(b) eight other members appointed by the President from a list of not fewer than twelve
nominees submitted by the Committee on Standing Rules and Orders.
(2) Members of the Zimbabwe Media Commission must be chosen for their integrity and their competence in administration and their knowledge and understanding of human rights issues and the best practices in media matters.
Establishment and composition of Zimbabwe Media Commission
This section creates the Zimbabwe Media Commission with 9 members (a chairperson and 8 others). The key insight is that while the President makes the appointments, there are checks on presidential power through consultation requirements and a nomination process controlled by the Committee on Standing Rules and Orders. This reflects a balance between executive authority and legislative oversight in regulating media affairs.
The qualification requirements emphasize integrity, administrative competence, and understanding of both human rights and media practices, indicating the commission's dual role in protecting media freedom while ensuring responsible journalism.
