Key Insight: The Public Service Commission's Role in Governance
This section establishes the Public Service Commission as a crucial regulatory body that ensures professionalism, fairness, and efficiency in Zimbabwe's public service. Notably, it mandates a 10% representation of persons with disabilities, reflecting a commitment to inclusivity. The Commission balances independence with accountability through a system where it has broad powers over personnel matters but must operate within ministerial policy directives and obtain presidential approval for financial decisions. This creates a checks-and-balances approach to public service management.
