Section 210: Independent complaints mechanism
Constitution of Zimbabwe
An Act of Parliament must provide an effective and independent mechanism for receiving and investigating complaints from members of the public about misconduct on the part of members of the security services, and for remedying any harm caused by such misconduct.
PART 2
D EFENCE F ORCES
Insight: Independent Oversight for Security Services
This provision establishes a crucial democratic safeguard by requiring a separate watchdog mechanism that operates independently from the security forces themselves. It acknowledges that citizens need a reliable channel to report abuses of power, with real investigative authority and the ability to provide remedies. This represents an important check and balance in the constitutional system, helping prevent security services from becoming unaccountable to the people they serve.
