Section 198: Legislation to enforce Chapter 9
Constitution of Zimbabwe
An Act of Parliament must provide measures to enforce the provisions of this Chapter, including measures—
(a) requiring public officers to make regular disclosures of their assets;
(b) establishing codes of conduct to be observed by public officers;
(c) specifying the standards of good corporate governance to be observed by government-
controlled entities and other commercial entities owned or wholly controlled by the
State;
(d) providing for the disciplining of persons who contravene the provisions of this Chapter
or of any code of conduct or standard referred to in paragraph (b).
CHAPTER 10
PUBLIC SERVICE
This section mandates the creation of specific legislation to enforce transparency, accountability, and ethical conduct in Zimbabwe's public service. It essentially requires Parliament to establish a comprehensive legal framework that goes beyond mere constitutional principles, ensuring that public officials are held to clear standards through asset disclosures, ethical codes, governance requirements, and disciplinary measures. This creates a practical enforcement mechanism for the anti-corruption and good governance principles outlined in Chapter 9.
