Constitution of Zimbabwe

(2) The national security of Zimbabwe must be secured in compliance with this Constitution and the law.
(3) In particular, the protection of national security must be pursued with the utmost respect forโ
(a) the fundamental rights and freedoms and the democratic values and principles
enshrined in this Constitution; and
(b) the rule of law.
Insight: National Security Balanced with Democratic Values
This section establishes that Zimbabwe's approach to national security must be balanced with democratic principles. Unlike security frameworks that might prioritize state power over individual rights, Zimbabwe's constitution explicitly requires security measures to respect fundamental freedoms and the rule of law. This creates a constitutional safeguard against security policies that might otherwise undermine democracy in the name of protection.
