Section 117: Nature and extent of legislative authority
Constitution of Zimbabwe
(1) The legislative authority of Zimbabwe is derived from the people and is vested in and exercised in accordance with this Constitution by the Legislature.
(2) The legislative authority confers on the Legislature the power—
(a) to amend this Constitution in accordance with section 328;
(b) to make laws for the peace, order and good governance of Zimbabwe; and
(c) to confer subordinate legislative powers upon another body or authority in accordance
with section 134.

PARLIAMENT
Insight: The People's Power Through Parliament
This section establishes that all lawmaking power ultimately belongs to the citizens of Zimbabwe, not the government itself. Parliament serves as the representative body through which the people exercise this power. The three specific powers listed create a system of checks and balances - Parliament can change the constitution (with limitations), create ordinary laws, and delegate certain rulemaking authority to other bodies when necessary.
