Insight on "Other powers of prosecution"

This provision creates a flexible legal framework that allows Parliament to grant prosecution powers to entities beyond the National Prosecuting Authority (NPA). However, it establishes an important safeguard by ensuring these delegated powers cannot undermine or interfere with the NPA's constitutional authority. This balance enables specialized prosecution in certain areas while maintaining the NPA's primacy in the justice system.

About Chapter 14's Preamble

The preamble to Chapter 14 establishes the philosophical foundation for Zimbabwe's devolved governance structure. It balances three key principles: maintaining national unity, ensuring democratic participation across all communities, and promoting equitable resource distribution with local input on development priorities. This framework aims to bring government closer to the people while preserving a cohesive national identity.
