Key Insight: Provincial Structure and Governance

This constitutional section establishes Zimbabwe's 10-province administrative structure, including two metropolitan provinces (Harare and Bulawayo) and eight regional provinces. This provincial system balances representation between urban centers and historical regional territories while reflecting the country's ethnic and cultural diversity. The requirement for consultation before boundary changes ensures democratic input from affected communities and electoral authorities, preventing arbitrary redistricting that might disadvantage certain populations.
