Section 207: Security services
Constitution of Zimbabwe
(1) The security services of Zimbabwe consist of—
(a) the Defence Forces;
(b) the Police Service;
(c) the intelligence services;
(d) the Prisons and Correctional Service; and
(e) any other security service established by Act of Parliament.
(2) The security services are subject to the authority of this Constitution, the President and Cabinet and are subject to parliamentary oversight.
(3) Membership of the security services must reflect the diversity of the people of Zimbabwe.
This section establishes Zimbabwe's security framework with five key components under civilian control. The constitutional requirement for these services to reflect Zimbabwe's diversity aims to prevent domination by any single ethnic or political group—a critical safeguard in a country with historical ethnic tensions. The dual oversight by both executive (President/Cabinet) and legislative (Parliament) branches creates a check and balance system intended to prevent security forces from becoming tools of authoritarianism.
