Section 28: Shelter
Constitution of Zimbabwe
The State and all institutions and agencies of government at every level must take reasonable legislative and other measures, within the limits of the resources available to them, to enable every person to have access to adequate shelter.
Insight on Shelter in the Zimbabwean Constitution
This provision establishes shelter as a socioeconomic aspiration rather than an immediately enforceable right. By including the qualification "within the limits of the resources available," the constitution acknowledges Zimbabwe's economic constraints while still committing the government to progressive realization of housing goals. This approach follows similar provisions in other developing nations' constitutions, balancing aspirational rights with practical implementation challenges.
