Insight on Youths Section
This constitutional provision establishes a comprehensive framework for youth development in Zimbabwe, defining "youth" as individuals aged 15-35. It creates positive obligations for the government to implement measures supporting youth advancement across education, civic participation, economic opportunity, and recreation.
The requirement that all youth programs be "inclusive, non-partisan and national in character" is particularly significant as it aims to prevent youth initiatives from being used for political advantage by any particular party or faction.
This section reflects Zimbabwe's recognition of its young population as a critical demographic requiring specific constitutional protections and development support.
